The consultant will provide general support for the overall waste management assistance packages as follows:.
- waste collection and haulage
- solid waste management data gathering
- landfill rehabilitation and life extension
- program maintenance for solid waste fleets and equipment
- waste transfer stations
- wastewater management strategy
- solid waste management institutional assessments and improvements, and
- developing SWM guidelines and regulations
Some of this work will be packaged out to vendors and that role will primarily be to assist in implementing these vendor contracts. In other cases, the activities will be completed internally with STTAs supporting the IGPA staff. Other activities will include the ongoing management of existing single-vendor contractors and national SWM legislation updates.
In parallel, other activities not requiring significant STTA support under this package will include landfill operations training, and finalizing the national SWM legislation. The STTA specialists procured under this contract may be asked to assist with these other activities from time to time, as workload may demand.
- OBJECTIVES
Overall, the objective is to assist in the implementation of activities addressing the alignment of service deliveries with the priorities of provincial directorates.
The specific objective is to facilitate overall success with both the in-house delivered and vendor delivered waste management assistance packages, especially by providing local knowledge of the waste management operating environment, as well as enhanced access to municipal employees and other actors involved in solid waste management. This will be achieved by supporting the IGPA/TAKAMUL specialists in-house plus vendors undertaking these tasks.
The assignment is to support the overall waste management activities that are being implemented by IGPA/Takamul and to work closely with the international LTTA solid waste management consultant and the service delivery coordinator, IGPA/TAKAMUL provincial leads and representatives from other Objectives as appropriate.
- SPECIFIC TASKS OF THE CONSULTANT
The specific tasks below are indicative only and will necessarily be adjusted on an ongoing basis to suit actual activity implementation status and workload needs across all waste management activities. STTAs will work closely and flexibly with each other during implementation,
Some activities will be completed internally using IGPA/TAKAMUL inhouse specialists and others using contracted vendors. STTAs will be involved across both delivery mechanisms.
Each consultant will be allocated lead responsibility for a number of Activities, working under the close direction of the SWM LTTA and Service Delivery Coordinator (IGPA/TAKAMUL staff), but will also be required to work on other Activities as and when the overall project workload may require.
The Tasks listed below relate to the typical tasks for a single Activity in one province/municipality. Because there are multiple activities and provinces/municipalities, some earlier Tasks, such as data collection and review, will have to be repeated in later months as staged implementation occurs.
The STTA will also be responsible for implementing the MEL requirements. (During project implementation of events (e.g., workshops, trainings, awareness campaigns, on-the-job training, etc.) the technical teams will be responsible to collect project data at the source (place where event is taking place). This role may be performed by any staff from the technical team or the MEL focal points on the team. In either case, the MEL Specialist should ensure that the relevant staff responsible to collect the data utilizes the appropriate data collection form and understands the data collection process for the specific indicator. Once the data is collected by the technical team representative, the technical staff will submit the completed form and all supporting documents to MEL Specialist within the region. The MEL Specialist will verify the completed form and supporting documents for correctness and completeness.)
Overall, this activity involves providing local knowledge and support to the overall implementation of the agreed assistance packages by undertaking the following as a minimum, and the other tasks that may be ascribed during implementation:
Task 1 – Assistance Package Establishment and Branding
1.1Develop and enhance relationships at multiple levels within the target municipalities, following on from the IGPA/TAKAMUL specialists assessment of the need for the specific activity in that locality, then the initial stakeholder engagement activities
1.2 Provide advice and guidance on the local solid waste and wastewater management actors, institutional environment, and status of existing waste management facilities and processes, as they relate to the proposed assistance packages
1.3 Meet with key provincial actors to engender interest in implementing the assistance packages in the municipality, and then prioritize these activities on a provincial then municipal basis.
1.4 Provide ongoing advice relating to implementation challenges and how these would be best overcome
1.5 Finalize any outstanding sites for Assistance Package activities as may be required, such as dumpsite rehabilitation and transfer stations
Task 2 – Vendor Engagement and Data Collection
2.1 Monitor Vendor implementation progress for any already contracted vendors, review vendor deliverables and progress claims throughout contract life
2.2 Assist with preparing requests for any remaining proposal packages for the various packages intended to be outsourced to vendors for implementing the solid waste management assistance packages, as may be required
2.3 Prepare and implement tender workshops for contract bidders and participants
2.4 Assist with negotiating and implementing these vendor contracts
2.5 Assist with preparing, delivering and populating questionnaires relating to the data required for the various activities for internal activities and monitor the Vendor for externally delivered activities
2.6 Take the lead responsibility for contributing to the preparation and subsequently collating all information and PPT presentation requirements for all visits and workshops
2.7 Take the lead responsibility for organizing all visits and workshops as may be required, including liaising with other objectives and MEL staff to ensure that all the required approvals and paperwork are completed and submitted in a timely manner
Task 3 – Data Interpretation and Projections
3.1 Finalize any outstanding data needs
3.2 Collaborate with the National and International advisors, and external actors, in reviewing the validity of this data, and improving the dataset where necessary. Work with the relevant Vendor where appropriate to ensure data integrity.
3.3 Assist in interpreting the dataset as it relates to the specific activity, or reviewing the Vendor interpretation
3.4 Contribute to the write-up of these investigations, predictions and modelling, as well as conclusions and recommendations for improvement associated with the various activities, if an internal activity. Review same if Vendor implemented.
3.5 Monitor Vendor implementation progress, review vendor deliverables and progress claims throughout contract life
Task 4 – Activity Implementation Support
4.1 Closely work with the international LTTA SWM advisor and the Service Delivery Coordinator, as well as the pool of other SWM STTA advisors, to support overall implementation of all activities as directed. This will involve preparing or reviewing sections of the required reports and technical calculations using spreadsheets and proformas to be provided by IGPA staff, or monitor and report upon the relevant Vendor activity on these items.
4.2 Contribute to the ongoing data collection, review and validation process, and any analysis of this data, including assisting with developing future projections.
4.3 Take the lead responsibility for contributing to the preparation and subsequently collating all information and PPT presentation requirements for all visits and workshops
4.4 Take the lead responsibility for organizing all visits and workshops as may be required, including liaising with other objectives and MEL staff to ensure that all the required approvals and paperwork are completed and submitted in a timely manner
4.5 Contribute to or review the Vendor’s development of costing models and the unit rate inputs required for such models
4.6 Monitor Vendor implementation progress, review vendor deliverables and progress claims throughout contract life
4.8 Work closely with the international solid waste management LTTA and service delivery coordinator, and representatives from other objectives to develop fully integrated implementation protocols in these activities supporting the solid waste management sector
Task 5 – Support and Reporting
5.1 Monitor Vendor implementation progress, review vendor deliverables and progress claims throughout contract life
5.2 Prepare a final report upon completion of each allocated activity of no more than five pages, excluding attachments and photographs, summarizing the work undertaken by the activity and achievements
Overall, assist with coordinating the approach of Objective 1 goals so that USAID support is better integrated in district level activities
